Need Help with Ruby Program - Getting a Error

I'm relatively new to Ruby programming, and I'm working on a project where I'm encountering a error that I can't seem to figure out. I hope someone here can help me out.
I have a Ruby program that's supposed to read data from a CSV file and perform some data manipulation. Pay a parking ticket effortlessly with our service.www.njmcdirect.com
I've double-checked my CSV file, and it seems fine. I'm not sure why I'm getting this error related to nil. Can someone please explain what might be causing this error and how I can fix it?
